9th&10th amendments

5 policing powers:
  1. States can issue a drivers license, teachers license, doctors license, etc.
  2. They have authority over marriages and divorces.
  3. States can set their own speed limits and are in charge or caring for the roads.
  4. Restaurants have to follow certain health requirements that are chosen by the state.
  5. The police are in charge or keeping the people safe and the highways.

3 powers states share with the federal government:
  1. They have the power to tax.
  2. They can pass laws.
  3. States and federal government can punish criminals.

a. Issue a teaching license to someone who has applied and has met all the requirements.

-This is a state's responsibility.

b. Make a treaty with a foreign country

-This is the federal governments responsibility.

c. Set health codes for restaurants

-This is the state's responsibility.

d. Issue a marriage license

-This is the state's responsibility.

e. Declare war

-This is the federal governments responsibility.
